In line with the national guidelines on the transformation and upgrading of traditional manufacturing industries and in response to the company’s development needs, the company has adopted a research and development and growth philosophy centered on “green, smart, efficient, and safe,” and is steadily advancing the three major upgrades—automation, intelligentization, and digitalization. The company has phased out outdated production capacities and acquired advanced equipment such as CNC laser cutting machines, automated welding robots, and AGV-based flexible intelligent manufacturing production lines. It has also embraced lean management and digitalization principles, actively pursuing its digital transformation.

In 2006, in accordance with the spirit of Document No. 859 [2002] issued by eight ministries including the State Economic and Trade Commission, China Railway Tunnel Group Qiangli Machinery Co., Ltd. carried out a restructuring involving separation of primary and auxiliary businesses and reallocation of personnel. In April 2006, it was re-registered and established as Luoyang China Railway Qiangli Machinery Co., Ltd., thereby establishing and perfecting a new corporate governance structure. Taking advantage of the momentum created by the restructuring, the company continued to maintain its rapid development trend.

In 2001, the company was reorganized into China Railway Tunnel Group Powerful Machinery Co., Ltd., establishing a modern enterprise system. It expanded its business into areas such as railways and highways and promoted reforms under the “three systems” framework. In 2005, the company carried out a separation of primary and auxiliary operations and workforce reallocation, achieving a new leap in its business and production activities.

In 1998, the company adjusted its core business by developing specialized equipment for tunnel construction and expanding its market. In 1999, it turned a profit for the first time. In 2000, the company explored diversified development, resulting in significant growth in output value and profits.

Enterprise Reconstruction Period

In 1991, the Preparatory Bureau established a tunnel machinery repair workshop. After its founding in 1992, it took on tasks such as major equipment overhauls and achieved scientific research results, including the gantry-type hydraulic rock-drilling carriage. However, after 1997, due to unclear development positioning and other factors, the enterprise fell into a predicament of complete operational shutdown and mandatory leave for employees.

In 1978, the Ministry of Railways approved the establishment of the Machinery Factory of the Tunnel Engineering Bureau to construct an underwater tunnel under the Yellow River. However, due to policy adjustments, the Machinery Factory underwent several integrations and reorganizations and was ultimately dissolved in 1982.
